Huey Constitution — legacy working draft
The current downloadable Constitution is important source material, but it predates the V220 standardization. It is a legacy working governance draft—not the rewritten V220 Constitution and not current implementation truth.
V220 contains the present governance direction: a President, three-member Supreme Court, Senate, District/Pebble representation concepts, and a deliberately difficult amendment path. Those working concepts still require a dedicated constitutional rewrite before they become a coherent new legal text.
How to read it
Read these chapters as preserved governance lineage. They document how the constitutional thinking developed, but Master Plan V220 and README V220 take precedence where the older draft conflicts with the current working architecture. Federation-era or founding-ratification language is not silently promoted into V220 law.
